Input delay and game in slow mo

For MONTHS I’ve had this issue. 

the game is completely unplayable in any mode. This happened a while a ago on a random day, probably after an update.

as soon as I join a game everything slows and my inputs don’t enter until about 15-60 seconds later depending on how late into the game it is. 

it is completely impossible to play. All my video and gameplay setting are at the very minimum to improve performance but it doesn’t help at all. 

im so tired of it and no ea helpline can help
