Input Delay with Controller (PC)

So recently I just acquired the game because it was half price and I thought why not pick it up! Seriously this issue happened last game and NOW AGAIN. I join a match its fine for 4 seconds then there's a really bad 5 second delay with my player doing any action at all. My controller is fine, PC, the game settings are fine..

I don't understand what I need to do to make the game actually playable because it's laughable at this point.
