Input lag after 5 seconds in online modes

I have put several hours in researching this problem , i also have the 5 fps bug aswell which i can only fix by playing moments over and over again until it just magically fixes itself , but with this input lag in online modes the game is unplayable. I have optimized every inch of my laptop and with the help of my friend who works in IT we have concluded that its something to do with some shader files not loading in or not even getting generated. Im not sure if there is a fix for this . My friends are able to play with nearly exact setups as mine so I realy dont get whats happening .
