PC Controller freezes

I am experiencing issues with my controller. The inputs stop being registered at random times - it can happen during ANY match (offline/online), during menu navigation, etc.

I have tried different controller (both wired/wireless connection). I have tried switching resolution, limiting FPS,  changing window mode. I even installed fc 25 and there was no such issue, as well as in other games. 

The issue happens with steady intervals of 10-20 seconds and can persist for as long as 5 seconds.

Extremely annoying, game is literally unplayable for me.
