PC: Players don't move they only pass

When I paly rivals/online events/ even squad battles in co-op I can't move my players (they only move during first 2 seconds of the game) but I can pass the ball without directing it. I enabled input view to show you the problem , it looks like delay in response I can even sometimes do a sliding tackle but after I press the button for nearly 6 seconds :) , tried everything possible : reinstalling GPU drivers , adjusting NVIDIA settings , adjusting Graphics settings & display settings , tried different refresh rates , limiting & unlimiting FPS, turning V-Sync on/off .
You can notice that I can move for 2 or 3 seconds immediately after a pause menu and my ping is 40-50 ms  , please I need help.
