Slow game play and input delay

Hello,

is anyone have this issue

when the game first released everything was fine the gameplay was so fast and the responsive is great 

after the update i cant play even in offline mode,The player moves so slowly like there’s a delay 1ms-0.5 between each input

i have very high end pc 5090, 9800x3d 6400 ram, 360 hz monitor 

what i have tried 

re install the windows, delete the game and reinstall it,reduce all backgrounds apps, optimize the windows, i tried every fix but nothing helps

is there any fix please
