TRANSFER MARKET BLOCKED(PROBLEM WITH DEBLOCK )

Good evening! I would like to clarify that the TRANSFER market cannot be unlocked in any way. All missions and all possibilities of completion have been carried out by me. I've been struggling with this 'complete foundations evo' for more than a day and this market cannot be unlocked because of these missions! Please help me resolve this issue!
