Unbearable "Heavy" Gameplay and Sluggish Dribbling

the pc port is poorly optimized, it's not your hardware, the best you can do is put settings to low, any other setting other than low introduces input delay. You can probably mess with the control panel of your gpu but it won't really improve much since the game's engine has issues.
