Very low fps and input lag on pc

Horrid FPS ingame , I have tried every type of graphics settings but the ingame performance is very bad with very low fps and input lag...I have a laptop capable of running eafc 26 at 60 fps at highest settings possible and the menu cutscenes are still running at 60 fps without any lag...problem starts ingame...I dont know what to do.
