Weird GPU behavior only on FC 26

I open the game everything is fine, gpu at 100% with normal power draw and sometimes when i enter a game of any sorts (UT, player career, single player mode) the gpu power draw drops to 40% of the usual power draw with the same  clock and usage

but with 10/15 fps max instead of the usual 60 to 80  and sometimes when going back to menu it fixes itself and sometimes doesnt, same happens when starting game, sometimes at startup its plays normallly sometime doesnt. I dont even know what to check, change, fix since its a weird problem i never had on any game since fc 25 doesnt have any problem.
