Same problem after 6 months

When im playing match in UT i have like 3 sec delay on the screen. It came back after newest update,i cant play single game i tried everything and its not my fault at all because i have great pc everything set to max performance and it didnt helped at all. I even tried changing settings for 60hz/60fps or even less fps with vsync. Same **bleep** problem since release, why i quited after 2 weeks of playing after launch. Im 100% sure its not my bad cuz my settings didnt reseted or i changed them just after loading on friday and playing trophy titans cup my game was unplayable. This game isnt learning at all the time repetitive problems.
