There are some exceptions and limits to the recovery options; you can find them listed in this article.

For instance, you have up to seven days after the Quick Sell to get it back and a limit of 5 Quick Sell recoveries per 31-day period.

A loan player item card can't be recovered, and if you delete your Club and create a new one, you can’t recover Player Items from your old Club using the tool.

Also, are you sure you didn't submit this player item into an SBC? If you did that, it can't be recovered; all SBC submissions are final.
