I can't make subs or changes to squad!

Some games i play i am unable to open and make tactics when i pause or in half-time.

When i pause i can open anything except where you make changes to your squad.

Are they cheaters that block me sometimes or is it a bug in the game?

It is VERY frustrating not being able to make subs or change tactics in the game!!!

    Yeah had this since release and after every update it has happened occasionally. Im on pc.

    I have this same issue since launch. Still not fixed. This is insane.

    Same isssue since start of the early access... surprised it wasnt fixed. Im experiencing exactly what you said
