Is there a way to change the EA regional server?

I have been trying to play a Rivals game for 1 hour but everyone has a ping of 150-200 ms.

4 days ago, it seemed that I had a different regional EA server and for the first time in months it was enjoyable to play. The number of cheaters was limited whereas on my normal server I encounter about 85% cheaters in Rivals/Champions.

I have blocked HUNDREDS of cheaters using scripts. Why cannot these simply be banned? I know that they have several EA IDs but the IP address should be able to be identified.
