Missing evo upgrades

I started the cut in, say less evo on the 90 rated omari hutchinson showdown card. The card received the +2 upgrade from forest winning but then when I went through each level and completed the evo he didn’t receive any of the upgrades it should got from the evo?  Should it not be 94 rated now?
