I finally found a solution for the problem in case the issue occurred when you bought the game on Steam. You have to redeem the content first. Either there is a button to redeem it next to the Play button in the Steam library, or you can use this link: https://store.steampowered.com/account/claimentitlements
With this it worked for me.
Still disappointing that that is not mentioned anywhere (at least I could not find it), and the support just said I am not eligible instead of mentioning that.

I'm also experiencing the same problems. Bought the game through PS store for PS5. Does anybody have a solution or find a way to contact EA support?

You need to go into steam go into ea fc push redeem ultimate team content or something then "Claim TOTY Edition Content"

I have the exact same issue while I bought it on XBox. Replied to the automated message after the 24 hours on Saturday and still waiting for an answer. Did anyone who didn't buy it on Steam got it resolved?
It's also great that this post is 17 days old and there has been no answer from EA.
