Are we thinking 115 LB Bale will be available for shard exchange in week 4 or will he only remain behind the Frozen Fortune paywall ?

Whatever is behind "the paywall" isn't typically available in the shard exchange. At least I have never seen that since shards' intro (nor seen anything similar in the past with various event currencies).
Wait till week 4 to see what happens (or some of the leaks might have an answer for you).
