EA could have easily made both parts of the event use the same shards, or at least reset the Division Rivals season in week 4 so players could get 2–3 111 OVR players (or even 5+ with good pack luck). But they didn’t—because their only goal is to drain players’ wallets.
Gems are ridiculously hard to earn. Even if you’re FC Champion in all three Rivals modes and your league, you still need to grind dailies and other tasks just to scrape together enough for a single 3000-gem pack per day. By the end of the week, you’re left with nothing, so opening 2500-gem packs isn’t even an option. And the packs themselves are awful—most days it’s just 10 shards.
Rewards are just as pathetic. For example, the main chapter gives only a weekly 103–109 OVR player, not even a 111. You put in the effort, but get nothing in return — this makes no sense at all. EA doesn’t care about F2P players, only about money. Unless they suddenly grow a conscience or realize they’re not actually making more profit this way, expect the same endless P2W grind in future events.
