OVR 120 Blanc signed but it became a ovr 91 Blanc!
The issues with Blanc

The long story short, Blanc was not supposed to be in the signings based on the current releases in the TOTS.
If you look at the other 120 OVR players from TOTS so far, they were active players (Fernandes and Olise, then you had Mendes for this week), while the TOTS Icons were in the box, so seeing Blanc in the signings indicated that this is likely a bug or unintended action by EA. I was tempted too, but decided to wait, which in hindsight was a better approach.
To resolve the issue, the 120 OVR Blanc was removed, and a base version has appeared in the lineup instead. Players affected were given a compensation pack (shards/vouchers/rankups). The ones who did not, just wait for the daily reset and check for the goodwill pack again. If still not there, raise a ticket with EA via the in-game menu for missing content (the goodwill pack for affected users).
For refunds, forums do not deal with these, period. Furthermore, it's a tricky one given the circumstances, but if you are eligible, follow https://help.ea.com/en/articles/orders-and-rewards/refunds/ . Alternatively, wait for EA's official comms on the matter.
