Rui Costa - Hero Event

Since the Hero event began, I have been waiting to see a new version of one of my favorite soccer players, who is Rui Costa. To my negative surprise after as many as FIVE TEAMS appeared, he is still nowhere to be found. Every other Hero got his new version (if only even in SBC like Voller), just not Rui Costa. So I would like to ask: Why?
