It’s all about licensing … often there are players that the team would absolutely love to get into the game,  but licensing issues from those players/their management etc get in the way 

You say that maradona has licensing issue and beckenbauer too but you had accepted and resolve the problem and add to the game 

Exactly - it all depends on whether whoever holds the license to utilise the players image (generally the player or their family) agrees that their image can be used in the game and under what circumstances.

Maradona was a classic example of his family/estate being in dispute about who had the right to allow his image to be used and for what price (if any) - it finally was resolved, and now Maradona is available in EA, and quite possibly, other football games
