Bad FPS/FPS locked at 60 and still drops

All the specs I have on my pc are above the required/recommended specs. My game does not run well. It is locked at 60 fps even though I lock it at 120, and even on 60 fps it still drops below 30 during gameplay. I dropped all the graphic settings and that hasn't worked. I have deleted and redownloaded. I have done trouble shooting.
