[Bug Report] Can't stop FPS drops no matter what I try
Note, I have another thread here with the same issue, but it's been dead for days with no replies of substance, so I figured I'd combine all my edits and the video I made into a new post for greater visibility.

Just purchased ME Legendary edition and started to play ME1, and I am getting severe FPS drops (from 240 down to <20) after 50 seconds of gameplay. I have clocked this with a stopwatch 10 times, 3 on Eden Prime during the initial quest, 2 on the Normandy en route to the Citadel for the first time, and 5 times at various parts of the citadel itself. Each drop in FPS occurs at 50 seconds or less of gameplay from the initial load of the game from the ME:Legendary launcher menu or from a cold start from Steam, and persists until I quit to either the launcher or fully out of the game and restart it.
Steps I've taken to try and alleviate the issue:
- Turned off/on Vsync and tried playing both ways, not effect.
- Turned off/on Dynamic Shadows, Ambient Occlusion, Motion Blur, etc in the graphics menu, no effect.
- Tried playing the game in Full Screen, Borderless, and Windowed Mode, no effect.
- Turned off both Steam and Origin In-game Overlays, no effect.
- Completely deleted “igo64.dll” from the Origin directory, no effect.
- Specifically turned off Origin In-game by clicking on the properties of the game itself in the Origin Library, no effect.
- Set processor priority for ME1 and the ME Launcher to high, no effect
- Tried reducing the core affinity from all cores to 4 (has worked in the past with other games), no effect.
- Tried setting the ME:L launcher and ME:1 applications to high priority GPU managed in Win10 Graphic Settings to ensure my GPU was being used, no effect.
- Tried specifically adding ME1 in the 3d settings in NVidia Control Panel, no effect.
- Tried unplugging the wireless dongle for my G900 mouse (only peripheral other than monitors) and using the mouse fully wired, no effect.
- Tried reinstalling latest NVidia drivers, no effect.
- Tried reinstalling game entirely, no effect.
I'm running an Intel i9-9900HK, 32GB RAM, RTX2080, and I've been able to run ME1, 2, 3, and Andromeda (outside of the Legendary Edition) previously with zero issues, so I assume this has something to do with this release.
Right now, as it is, ME1 is unplayable for me, as combat is already hectic in this game, and having it be this choppy when moving the camera is making it 10x harder since my ability to aim properly is severely compromised.
Any advice is welcome, hopefully whatever is causing this can be identified and fixed.
DX Diag attached, my machine should be more than capable of running this game completely smoothly based on my specs.

NOTE: This issue does not seem to exist during cutscenes or conversations, only when I'm actively playing/moving.
