I had exactly the same problem (cant install Mass Effect Legendary, other games like ME Andromeda works fine). For some reason EA app is not autoupdating, download https://www.ea.com/ea-app-beta and click repair. That instantly fixed problem for me.

i made sure i have the latest visual c++ runtime library
Also experiencing this issue.
Whether installing via EA Desktop or the Xbox app, I just get:
There’s a problem with your download
Something went wrong during your download. Give us a few minutes, then try again.
Well, for me i fixed it twice and it still stuck on the loading wheel of starting to download the game (mess effect legendary edition) i have tried other games and it was the only one i had a problem with.
Edit: There is two issues happing when i am trying to download mess effect. either the problem number 1.
or a non ending loading wheel about me pressing the download button. (yes, i did wait a few hours for it to even start which never happened.)
