Can't take Wrex to quests in Citadel DLC

I am playing the Steam version of the game, on Windows 10. No save files have been modified. I have the following mods installed via ME3 Tweaks Mod Manager, all fully up-to-date:

  • LE3 Community Patch and Framework
  • Expanded Galaxy Mod (core only)
  • Cerberus Retrofit

I am doing the Citadel DLC. Wrex is alive and the Genophage was cured. He joined me in the first mission of the DLC, and is present in the apartment and in all apartment cutscenes. However, when the game cuts to the squad selection menu before leaving on a quest, Wrex is blacked out and cannot be selected (see attachment), just like EDI was for the casino (though for EDI this is explained in the dialogue). There is a "select" button there if you open then close his info menu, but clicking it does nothing, and neither does double-clicking his silhouette. This happened before the casino mission, and now is happening with the archives mission. Restarting the game does not change anything. I wonder if this bug could possibly be related to the additional squadmates feature in EGM, even though I haven't installed the Normandy module that enables that feature.

I found an old thread from 2013 that appears to be about essentially the same issue, but it does not contain a solution or any insight as to the cause.

Update: I validated the game files, and it did not help.

    I am not entirely sure if there is a requirement that might block Wrex from being selected, but if not it is necessary to vanilla the game to make sure that your Mods are not the culprit.

    You can back up your "BioGame" folder from under >drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME3\ and then play back the backup you should have or repair the game from Steam (Game Library > right click at MELE > Properties > Local Files > Verify integrity of game files.)

    (That way you can restore your Mods by copying the "BioGame" folder back into the Original folder after the problem is solved.)

    I did verify the files via Steam, as I mentioned in an addendum to the OP. It did not correct the problem. I suppose I could reinstall the game if I wanted to be know for sure, but at this point I've already gone and completed the game without Wrex in my squad, so I'm inclined to just write it off as a loss and move on. And I suspect it's not mod-related, seeing as someone had the same issue with the original version back in 2013.
