The camera is pretty close, so the view is from above the waist during combat. When your weapon is sheathed, it's from the knee up.

I know there are mods to increase the FOV, but I haven't tested any of them myself.
A popular Mass Effect modder called Mgamerz made a mod called Persistent Settings (FOV) which adds FOV sliders to all three games. Increasing FOV zooms out the view a bit, so maybe that works out for you. I don't think it will be full body in combat, though.
