When I reached level 29 in legendary mode I started gaining XP over the requirement. I believe it was 662100 to get to 30 and I had close to 700000. I switched to classic mode and landed on the surface of a planet and became level 59 with 697320/862100. I still have not reached level 60 however so it remains to be seen if the issue repeats itself. Will update.
The title says "fixed", but no explanation. I'm having the same problem, only I'm stuck at Level 30/57.
I have more than the 66210 needed for Level 30 ( 557K for Lvl 57). But nothing is happening. Switching back and forth, reloading the game/console are not doing anything useful.
29 or 59 will import into ME5 at max at lvl 5 and 10K of all material so unless you're after some sort achievement, don't bother.
