What OS?
What game version? (Disk, Steam Origin)
What Directx version?
Did you downloaded the web installer or the full DirectX End User Runtimes?

Downloaded from Origin
I don't know what version is, just tried to manually install the version found in _Installer folder...
Download the DirectX End-User Runtimes
Run the executable file and extract all files to a location of your choice.
Go to the folder with the extracted files right click on "Dxsetup.exe" > Run as an Administrator.
That should fix it.

Every time I try to run as administrator or run the dxsetup.exe the program close itself in a instant.
OK Press the windows key and "R" at the same time, type or copy "dxdiag" (without the quotes) in.
That runs the DirectX diagnostic program.
Refer to this side and post errors here if there are any.

Apparently it doesn't have errors...
What GPU Model do you have?
Did you have problems installing any other programs?
Did you checked your Machine for Viruses and Malware?
Please attach your "DirectX.log" to your next post.

Thanks for all your help, I spent the night over and managed to fix everything.

I've got the same issue now. and it's irritating that i can't play a game series i love. so far nothing has worked to enable me to play ME2 or 3
