Mass Effect 3 LE: Ninmah Cluster?

So in the original ME3, I've always wondered about the Maskim Xul system in the Ninmah Cluster.

You can find Listening Post X-19 there, and your scans have an effect on Reaper alertness. However, there are no assets to recover from there.

To me, this always felt like a bug, since there's a named object and active Reaper chases - in no other system can you alert the Reapers for nothing.

In its current (and original) form, this system servers no purpose at all - maybe just to drive clueless completionist players mad, lol.
