Mass Effect Andromeda Launch Issue

Remove the local Mass Effect license folder

• Close EA app and Steam completely. (not just minimized in the tray.)
•  Press Windows key + R to open the Run dialog box..
•  Enter or copy and paste: "%ProgramData%\Electronic Arts\EA Services" (Without the quotes) > hit ENTER.
• Delete the "License" folder.
• Test the game. (The folder should be automatically recreated by EA app at game start with a working license file.)  

Yes, I have done all of that.

If the problem persists, it is an account-related issue that must be resolved by an EA adviser.
You need to contact EA help as advised by EA_Shepard​  in the other thread you posted in. 
(Follow the guide in his pinned post.) 

If you were unable to resolve your issue in the chat, please report back here with the case number they assigned you. 

They in fact took a swing and then said they might get back to me. Case# 256063380

What platform did you launch it through first?
Where was it originally obtained?
What specific error do you get when you launch it?
Your EA ID
Your Steam  ID if you play on Steam
A screenshot would be good too if you can.
