If you're still having issues, uninstall game completely, then place the first disc in until it tells you to change discs. Back in the 90s and 2000s, when you'd have to install discs on PC, you would insert the first one until it would install. Then, it would tell you to insert the second disc. I imagine it would be the same for a multi-disc game for a modern console.

To fix the installation stopped error With Mass Effect Legendary Edition, you need to insert the Data Disk, which is the second install disk. The process is a bit different for both PlayStation and Xbox consoles. So here’s how to do this on both consoles:
- When you insert the Play Disc, Mass Effect will be installed automatically. Insert the Data Disc when the Installation Stopped error appears in PlayStation.
- This finalizes the installation process. To play the game, you’ll have to insert the Play Disc after the data has been transferred to your device.
- For Xbox One/Series X, once you have installed the Play Disc you will receive a Legendary Edition launcher in your dashboard.
- From the launcher, you may choose to download both Mass Effect 2 and Mass Effect 3 independently. And if you don’t have an internet connection, then you can install Mass Effect 2 and Mass Effect 3 directly from the Data Disc.
