ME2 LE - BUG: Garrus is loyal but no bonus power and its achievement

Hi everyone. I am playing on PC via steam. I had no issue about achievements. Eventhough I completed Garrus' loyalty mission successfully, I cannot gain its bonus power because it is not on the list of advanced training.

Later I realize that "Gain loyalty of the Archangle" achievement also is still locked. Can you please help? (I cannot reload the game to the beginning of the misson because after the misson I played the game a lot.)

Edit: Moreover, the loyalty achievement of Garrus (Fade Away) is unlocked on Steam but locked on EA App and ME2. I don't care about achievements but I want the armor piercing bonus power ☹️  please help.
