Thanks @holger1405, number 1 was solution for me. I am using czech language which have lots of letters that can be considered special characters. Since I used both suggestions, I am not sure which part solved my problem (launcher started fine, but than quick flash through desktop and returned straight to the launcher without any error), but it seems to be running ok. Never would have expected that there could be problem with something like this. Hope EA gives you and @dvidebyzero some reward since you are doing their frakking job.

I'm still unable to launch ME2LE. ME1 and ME3 both work perfectly
When I launch ME2, screen goes black for a few seconds, no ME2 loading screen and it throws me back to MELE launcher but it's frozen. The music and animations of the launcher still work but I can't do anything in the launcher anymore and I have to air+ctrl+del to exit the game.
I've repaired the game multiple times and nothing works.
I own MELE on Steam.
