It's normal. Straight from original version of the game. Lots of glitches from original are still present.
What I see when running through the Eden Prime mission, is that enemies are much less aggressive.
I was playing the original ME1 three months ago, so I set the same difficulty (normal) and see the enemies do not react until I pass certain distance, and this distance is much shorter than in ME1.
Geth drones, just after landing - shooted with a rifle from a long distance one by one.
Closing on first encounter with husks I took them one by one. Previously they attacked as a group.
The old beacon site - a group of geth didn't even moved from their places, except the first one, so I got three of them in hand to hand.
This maybe a bug, or possible game design oversight.
Also, I spot suspiciously shortened interaction distance with items, but that could be a separated issue.
I've played through the original at least ten times, and I don't recall husks turning around and running away. The AI overall seems less aggressive; for example, the first Geth you run into after getting Ashley wait behind cover near the dig site instead of charging out at you. I imagine the husk behavior is related to this. It might be beneficial for ranged enemies, but husks should not be running out of cover, turning around, running away, and going around in circles while you riddle them with bullets. I promise that did not happen in the original.
What happens on a higher difficulty?

A buddy of mine says most of the old quirks are still present; don't remember anything running in circles but there is always bound to be something funny/weird when AI is involved -- are you able to reliably reproduce it?
I can reproduce this issue. It happened the whole time I was on Eden Prime. Husks just ran in circles in place. Never charged me. Geth tended to hide a lot behind objects, and stay hidden, which was annoying.
@holger1405 This is on Insanity. I haven't tried it on lower difficulties.
@TTZ_Dipsy Don't really want to go through Eden Prime again, but I'll keep an eye out for husk behavior later in the game and report back.
