FPS dropping on a good PC

The game can be launch and operate normally, in to the garage, until hitting the streets of Ventura Bay. Normally the game can be play with 60 FPS, but multiple areas, or during steering over some corners, crashing to AI/ traffics, starting a pursuit... the game's FPS always drop down to 30 ~ 45 FPS. I've tried everything (lowering graphic to the lowest, resolution to the lowest, turn off motion blur, and... etc, but no matter what I do the problem still remains.) With the performance of my computer ( i5 2.8 GHZ, 10 GB Rams and Nvidia GTX950 OC Strix edition 2GB), it should be able to run smoothly with at least med graphic without any problems. I've also checked my drivers, and they were all already on the newest version, and have also used boosters to boost up the PC, but still doesn't works. What can I do?? The lags are really really annoying and they're making the game unplayable

    Your system will run the game on low or medium, but since it's not greatly above the minimum requirements I cannot guarantee that you won't see any fps drops. 

    As mentioned, clean boot, turning off Origin in-game and making sure the aforementioned ASUS apps are turned off (if applicable) should increase your performance. The rest of your dxdiag looks normal so I don't really have any further suggestions.
