NFS: Heat Appeared known download problem

I've been trying to download NFS Heat and am unable to get past the 97% in spite of following the instructions of the help staff, and the following articles. I have restarted multiple times, reinstalled the app 4x, cleared cache countless times, updated C++, ran as administrator, tried to run the .exe file that appears to be in the download folder, ran the cleanup.exe file in the folder, tried both as administrator, dragged the "downloaded" game outside of the folder it downloaded in, restarted the download waiting about 030s, and redragged the file back in per the instructions of a help desk person. None of these worked, and that last step only downloaded the game twice in one folder taking up 72 GB of space. I just want to play this game. It seems like this is a known issue online. I don't understand how EA is still dropped the ball after so many reports.
