WoC preset loadouts

Hi, what is the rationale behind having preset loadouts which cannot be recreated manually? It makes no sense to me in a competetive game. I get that balancing is hard, but if something is too powerful, I would expect it to get nerfed or removed altogether, not to be removed from custom loadouts and available in preset loadouts like Elite Edges.
