Franchise Mode Budget Mechanics Suck

I have been frustrated for the last few iterations of the game with regards to the way the Operations Budget works. I understand the concept is to give different a challenge with regards to the Owner Personality and how that impacts the budget. But, the amount of money you get to Upgrade and Maintain your facility, for example, if you have an Owner Personality with 1 Star for Spending means you will NEVER be able to maintain your facility and you will always have sub-60 Fan Happiness.

There are owners in real life who are cheap as hell so I wouldn't want to remove the challenge of managing a stingy owner as a President. However, it is time to allow us to set the budget for each arm of the Operations Budget. I should get a total budget and then be able to set how much of the budget I want to set for Coaching, Scouting, Promotions, Scout Travel and Arena Operations. Give us a way of being able to actually manage the budget of a team that has a stingy owner.
