1. On my old iOS device the game is on 11.3.1, i cannot play the game on the device as there is insufficient storage space to patch/download the game
2. Yes both player IDs are the same on the old and new iOS devices
3. how long of a lead time do i usually have? because i currently do not have access to the old backup on my computer
If the old 11.3.1 has not been updated then the chance of ID change is small. This strongly suggests your original account has been reset or data corruption occurred at the server side.
I do not think you need to spend time on looking for your old iTune backup as it will probably bring up the same player ID anyway.
Please contact EA Help Center ASAP, provide your player ID and ask for help to recover the progress on your account before the data on the backup server got updated or overwritten with the wrong data.

This actually worked and allowed me to go through with it. But it still didn't restore my progress after I registered my email.
Hey, just an update, i contacted support and they managed to restore the progress, thank you so much for your help!
I have also kept copies of my game ID just in case this ever happens again

The thing is, you need to have registered your email address with EA before losing your account as this method, while it is quick and easy, will restore what is currently on EA's servers.
Your missing account is backed up somewhere in EA's system, but if it has been replaced by a new one, you will need to get the player id number that is associated with that account.
Unfortunately, when a new account replaces your old one, it automatically issues you with a different player id number.
Which is why it is so important that players keep a record of it somewhere safe.
