I've tried to uninstall and reinstall the game but still can't play Arena and Penny's pursuit.

As  @eieio_31310  has pointed out, you can still access arena through the main screen, tap on the picture then the red cross ❌️  and you should go directly to arena, (sometimes it goes directly to arena, sometimes a banner for other plants pops up).

But it still does not solve the main problem. Not possible to access it in general.

This is not a solution, it is just a temporary workaround (so you can still play Arena) until the update appears to be available on your regional server. 

Hi..

My arena mode on pvz2 suddently cannot play. It ask me to update on the latest version of pvz2 but its already on the latest version. Kindly help as i need to complete my tournament score.

I'm unable to update the game. I've checked Play app store but no available updates for the game. I've uninstall and reinstall the app but still see the message in Arena and Pennys Pursuit that I need to update the game. Please see attachments.

Thanks for letting us know what you are seeing with PvZ2 Mobile, I wanted to take a moment to confirm if everyone is still running into this issue? If so can you see if any of the following steps help?

• Close the game and restart your device then relaunch
• Check for OS updates, then check if you have any game updates or see if you can get in
• Switch from Cell Data to Wifi (or vice versa), and ensure any VPN you have is disabled
• Make sure your Date/Time are correct on your device

If you keep seeing this issue would it be possible to get the following information and I can pass this on to the team?

• Device (OS version and Model)
• Which version of PvZ2 do you have
• The region you are playing from
• PvZ Player ID (a guide to locating can be found here)

9.9.x release is now confirmed to be live by the PVZ2 team from subreddit.

I hope the update should now be available from Google Play Store for all Android players and if you are still experiencing issues or have an opinion about the changes, please make yourself heard on the link below.

I'm playing on Android phone and there is no main menu or picture. No access to arena 

You can still play arena if you go to daily quests even without update.

I also have that issue with the arena mode. I tried the recommendations and it did not work.

True but you have to stay in battlez otherwise you can't get back in until quests are refreshed.
