Are PopCap developers not doing anything about Garden Warfare 2 cheaters?

Made a post awhile ago about a cheater who ruined the game for me on SteamPC by unlocking every achievement for me, maxing rank for every character, as well as making the game unplayable at start by breaking the intro cutscene, causing a black loading screen to infinitely play. The only way to play is by interacting with an item. How is Steam and any publisher allowing a broken game like Garden Warfare 2 on the market? I need my game fixed, I’ve contacted live support, who are unable to do anything and think I have a connection issue.
