New Download

I just bough this game and was trying to play it, but it says there are new downloads available, but it won't download and I can play. I am connected to wifi. I am not sure what to do, I keep going in circles

You said you're able to play though? It wouldn't let you play if you weren't fully updated.

The DLC packs - Garden Variety & Zomboss Down - install automatically. You don't have to download anything manually.

Check your stickerbook. Most of the stickers will have a number. If Garden Variety DLC installed, you'll see some stickers start with GV. If Zomboss Down is installed, you'll see some stickers start with ZD.
If you haven't already, hold down the power button on your console for 10 seconds and do a hard reset of your system. Wait at least 30 seconds and then power it back on.

Agreed with Maxsterling, after downloading DLC you should reboot
