I am unable to purchase gems.

I cannot purchase gems even though my credit card information is current. This happened about a month ago as well.

I have made several attempt to purchase gems from July 3-4...I have Paypal and they say I need to contact EA....ya-right-how? The screen said somethings wrong, relaod and try again...so now I have 9 pending transactions. I need help! I hope POGO solves the problem, and I am not charged for them.
