Merge-sticker album

I am 2 short of receiving a full sticker album. I have reached level 300 and have had numerous red banners but I keep getting duplicates instead of new ones as promised. How do I get this resolved?

Nothing to add except that I've had the same issue. Multiple packs of the highest level sticker packets and getting only duplicates. I'm 3 away from completion myself. I've quit even trying, as there are only a couple of days left and like all other problems here, most likely won't be resolved in time to make any difference.
