Another player was talking about this, I had no clue this was even posted. 

After doing some research..... I found the Snowbird Membership Appreciation Badge is set to be released on Monday July 15

As for the date of July 15th in the posting, they said "this is part of that particular week's celebration, not the deadline to complete the badge". Several people had the same question, the wording is a bit confusing.
