sweet tooth town - Unable to upgrade

I am unable to upgrade to play out of stock levels. I have over 50,000 coins. Do I have to purchase more in order to upgrade. When I click on upgrade it says yes but won't let me play and only say...

Hey there, @RNM64107679.

Any extra level 'spaces' in the shop will show as Out of Stock, even if those levels aren't released yet.

One thing you can check, however, is in construction mode. If you see the up arrow on any of the shops in construction mode, then there are upgrades available. If not, then you can click on the shop to see if there are any prerequisites. If there's not in either case, then you already have all of the available levels for the moment.

The problem is that I cannot go on to out of stock levels, not that I have completed everything. I do have all the shops but I am unable to get to out of stock without getting the message that I need to upgrade. When I hit yes, nothing happens. So do I need to purchase coins or not?
