Same problem here. I created a thread on Wednesday here to warn people that it didn't seem to work. But now apparently it is working for some people. So yesterday (Thursday) I got into contact with customer service, sent them the documents they asked for (including payment proof - don't delete those e-mails from the App store!) and now I'm still waiting.
Even if this gets fixed soon, I'll still have lost out a few days. The boost is only active for one week, so that means that we'll still lose out significantly.
If anyone of the community management team is reading this, we should either:
- get the pumpkins we missed (probably difficult to calculate though, so ...)
- our money back
- or those of us who paid but didn't get it should get a free week of the bonus when the next event starts, coming Wednesday.

EA is not answering any complaint. I waited for two days. I put my case in EA site and on the game help customer service chat, but no news, not even a mail. For what I've read in another forums the booster works on some cities but not in others. And if you buy it again you'll have the same result. I won't buy it again.
And for the money, don't wait for EA. Ask for it to your payment platform. In my case it was google payments. I opened the payment history, clicked on this purchase and selected refund for not having received the item. They accepted my petition in seconds.
