bug in a task

i have a quest that includes « city storage », except i opened /started the quest after filling my storage up and before it gave me extra material to upgrade it. i’m now at 8/45 and it’s SPECIFICALLY the city storage, so stuff like expansion objects and things like nails but since i’m level 9 i can’t see myself piling them up for DAYS and not just using them to upgrade my residential housing.

what should i do ? is that normal ?
