Bug? Unlocked 1st Class Sleeper at Level 20 but can't purchase it

Hi everyone, I wanted to ask around and see if anyone else is experiencing this issue: About 4 or 5 days ago, I reached Level 20 in the Mass Transit system and unlocked the 1st Class Sleeper Train....
