Bug with ‘red services’ and entire game stalls

So, like many others, my city’s services capacities greatly outnumber the demande but still, the red symbols appear as though the supply for these services is lacking.

However, after even trying to demolish all roads and rebuilding them, now, it seems as though all my game is stalled! I cant do anything to upgrade my residential units, my population does not vary at all and stays at the exact same number. The only thing I can see to do and produce items in my factories and sell them through the shipyard, etc. Why is my game stalled like this? I completed the update from 2 days ago but nothing changed. Please advise when this will be fixed!
